Colin Tozer

Chief of Staff

Beginning as therapeutic support staff for children with autism, Colin has provided mental health services since 2004. He worked as a school psychologist for 13 years in Baltimore City Public Schools, completing psychological evaluations, developing behavioral and academic interventions, and consulting with school-based and district-level administrators. He then went on to begin a private practice as a board-certified behavior analyst.

Since joining Bloom Health Centers in 2019, Colin has served as a clinician, director, and now, chief of staff. Colin is passionate about helping others and developing systems in which staff and patients can thrive. Colin’s overarching goal is to help others reach their potential by creating a network of clinicians that is accessible to anyone wishing to receive care.

Colin received a bachelor of arts in Psychology, a Master of Science in Psychology, and a certificate of advanced study in school psychology from Millersville University. More recently, Colin completed a post-masters certificate in applied behavior analysis from Johns Hopkins University with a special interest in organizational behavior management.

Outside of work, Colin enjoys spending time outdoors, spending time with family and friends, making people laugh, and going on road trips.
